Jose Adan Gutierrez is a geopolitical analyst and retired U.S. Navy Commander whose work focuses on strategic competition, security cooperation, and emerging power dynamics across the Western Hemisphere. He serves as Senior Fellow and Senior Analyst at the Miami Strategic Intelligence Institute (MSI²), where his research examines the evolving geopolitical landscape of the Americas, including the expanding influence of external powers and the security challenges facing democratic societies in the region. During more than two decades of service in the United States Navy, CDR Gutierrez held several pioneering intelligence and diplomatic assignments. A graduate of the U.S. Naval War College, he served as the first Director of Intelligence (N2) for the Western Hemisphere Group, contributing to the integration of intelligence capabilities and situational awareness across the region. He also served as the first U.S. Naval Attaché to Panama, where he advanced defense cooperation and strengthened intelligence partnerships across Latin America and the Caribbean. Following his military career, he transitioned to the private sector, leading strategic defense and security initiatives throughout the Americas with firms supporting government contracting, defense cooperation, and regional security engagement. He currently serves as Principal Consultant at Rafael Marrero & Company Brands, advising organizations on strategic development and federal contracting opportunities across the hemisphere. CDR Gutierrez is co-author of Chinese Social Imperialism, an in-depth analysis of the Chinese Communist Party’s expanding economic, technological, and geopolitical influence across Latin America and the Caribbean.
